| BlueChoice HealthPlan Adds Hilton Head Hospital to Its Networks |

Hilton Head Island, S.C. November 27, 2006– BlueChoice HealthPlan of South Carolina has added Hilton Head Regional Medical Center to its networks.
Hilton Head Regional Medical Center, which provides acute care services including 24/7 emergency care, has served Southern Beaufort County of South Carolina for more than 30 years. Licensed for 93 beds, the hospital offers the services of approximately 100 affiliated physicians and more than 50 allied health professionals. The hospital provides a number of services, including specialties in cardiac care, cancer care, orthopedics, ophthalmology and physical rehabilitation.
Also included in this network are the services provided at the Bluffton-Okatie Outpatient Center, including the Primary & Urgent Care Center and Outpatient Surgery Center.
“The addition of BlueChoice HealthPlan at Hilton Head Regional and Bluffton-Okatie Outpatient Center further extends our commitment to the community by providing more in-network options for the residents in our community,” said Todd Lockcuff, Chief Financial Officer at Hilton Head Regional Medical Center.
